[Connecticut] Gov. M. Jodi Rell has offered a budget plan that increases the personal income-tax rate to 6.5% from 5% for individuals earning $500,000 a year or more and for joint filers earning $1 million or more.* * *To any pitchfork-wielding hedge funders, the governor offered an offset. The plan would eliminate the inheritance tax, which applies to estates valued at $2 million or more. (I can already picture Eric Idle trundling through the streets of Greenwich “Bring out yer dead..you’ve got a tax cut!”)
